Mark “Chopper” Reed is an infamous Australian outlaw turned author. A film about his life came out several years back, and it’s outstanding, btw. The HTFU bit is poking fun at him, as he’s a well known “hard man” in Australia. He is nicknamed “Chopper” because in prison he sliced his own ears off in order to be placed in a hospital unit after unsuccessful attempts were made on his life.
Funny bit, that.
